TRAINING: CAPACITY BUILDING FOR COMMUNITIES
The present political situation in South Africa makes provision for equality
for all. This new democratic political system opens the door to land ownership
for the previously disadvantaged communities. Local Authorities often do not
have the capacity and manpower to govern these communities. The communities
must therefore see this as an opportunity to assist the Local Authority in the
governing process. The dilemma that they are facing is, for many reasons, these
communities show a lack of self-confidence and knowledge. Discussions with
officials, councillors and NGO's suggests that some of the primary reasons are
a lack of experience and the lack of the applicable formal training. This does
not imply that the Community Leaders/Structures are incapable of doing what is
expected of them or that they do not possess the required skills. On the
contrary, these people are hungry for information, information which has in the
past been withheld from them. For this reason Land Tenure Services (LTS) has
devised a programme to help the communities to help themselves and to equip the
Community Leaders/Structures to become working partners of the local
authorities.
Objective

To establish the specific training needs of the community.

To equip the various communities with the necessary skills required of them to
make a valuable and meaningful contribution to the successful operation of
their particular community.
Target Groups
LTS has an equality policy which is in line with the new constitution. LTS's
main focus (but not limited hereto) is on the previously disadvantaged
individuals, who for the greatest part of their lives did not have access to
education and training.
Presentation of Courses
The courses presented by LTS are geared towards the empowerment of communities
to enable them to take possession of their community. The courses take the form
of formal lectures and informal discussions and will have a strong practical
component with site visits, field trips, case studies and group work.
The courses will be held at premises within the specific community to ensure
easy accessibility to all delegates. Course material will be handed out to all
delegates. The course material becomes the property of the delegates.
Land Tenure Services has devised a programme to help the communities to help
themselves and to equip the Community Leaders/Structures to become working
partners of the local authorities. Training is done in the following fields:

Community based Environmental Planning Courses;

Community based Planning Courses;

Community based Administration; and
-
Community based Land Administration Courses.
